我国政府机关公务用车管理制度变迁分析及创新模式探讨(摘要)

[摘  要] 公车改革势在必行，如何改举国关注。车改代表了改革的方向，符合时代发展要求，但车改又是一件难事、棘手事,在改革中稍有闪失，便可能事与愿违，难以收到预期的效果。自我国开始实施公车改革以来，无论公车管理制度怎样变革，总摆脱不了“公车管理依靠机关、公车处理依靠政府、车补标准依靠职务、公车监督依靠干部”的“四依靠”现象，即公车管理制度的改革一直未冲出旧制度的阴影。在对公车使用状况和公车管理制度变迁中存在问题进行分析的基础上，充分吸取国内车改试点地区和行业的经验和教训，本着利国利民、用制度规范的原则，结合我国市场经济体制下的政府机构改革、职能转换、制度环境，对公车改革的创新模式进行初探，以逐步探索出一条科学合理的公车改革之路。

Analysis on Management Institution Flux 

of Cars for Public Affairs in Government and Discussion on the Innovation 
model

Abstract: It’s of great necessity for the reform of cars for public 
affairs and it has become the focus all over the country. The reform 
orients the whole reform and meets the requirements of the time. Also, it’
s very difficult and a little mistake could make it be defeated to achieve 
the anticipated result. Since the reform has been carried on in our 
country, however far it has gone, it has never get away from the phenomenon 
of ‘four dependence’, that is to be managed by department, to be dealt 
with by government, to be compensated by position and to be supervised by 
cadre. That means the reform has been deeply influenced by the old 
institution. Based on analysis for existed problems in the situation of 
using cars and the flux of the management institution, adopting experiences
 and lessons from the experimental regions and trades, and combining with 
the reform of government institution, the transition of government function
 and the institution environment, the paper has initially analyzed the 
innovation model of the reform to gradually explore a scientific and 
reasonable way of the reform.
